Azure Load Balancer standard HA Ports

HA Ports, a premium offering of the [Azure Standard Load Balancer](https://azure.microsoft.com/en-us/services/load-balancer/), is now generally available. This will enable customers to configure a single load-balancing rule to process traffic from all protocols and ports, thus enabling deployment of services or appliances in high-availability mode. This rule will make it easier to load-balance the virtual network traffic from multiple different sources onto the required back-end pool, regardless of the port numbers. By replacing multiple load-balancing rules with a single rule, customers will now avoid the max rule limit and reduce the complexity of ARM templates. This capability will unlock important scenarios, including network virtual appliances high availability and port range configuration.
