Refresh 2 release for Azure File Sync preview

The [Azure File Sync](https://docs.microsoft.com/azure/storage/files/storage-sync-files-planning) service in Azure Storage is still in preview. We just released Refresh 2, the final refresh of the service and server agent before general availability (GA).
