PostgreSQL 10.3 released on Azure Database for PostgreSQL

PostgreSQL major [version 10](https://www.postgresql.org/docs/current/static/release-10.html) is now available on Azure Database for PostgreSQL. Features in this version include improved query parallelism and declarative table partitioning.
To start using this version, create a new Azure Database for PostgreSQL server by using the [Azure portal](https://docs.microsoft.com/en-us/azure/postgresql/quickstart-create-server-database-portal) or [Azure CLI](https://docs.microsoft.com/en-us/azure/postgresql/quickstart-create-server-database-azure-cli) and select version 10\. You can read about the changes in version 10 that might affect compatibility with previous versions on the [Postgres website](https://www.postgresql.org/docs/current/static/release-10.html).
Note that with the release of version 10, the Postgres community has moved to a new versioning naming convention as described in their [documentation](https://www.postgresql.org/support/versioning/).
