Power BI Embedded zero-downtime capacity scale

To remove the delay in content availability when a Power BI capacity resource scales up or down ([in the Azure portal](https://docs.microsoft.com/en-us/power-bi/developer/azure-pbie-scale-capacity) or through the Azure Resource Manager API), the [Zero-Downtime-Capacity-Scale](https://github.com/Azure-Samples/powerbi-powershell/blob/master/Zero-Downtime-Capacity-Scale.ps1) sample script calls the Power BI API and Resource Manager REST API to programmatically scale the capacity resource with _no downtime_.
This means that all embedded content is available during the scaling process. It also provides an option to reassign workspaces from one capacity resource to another. [Learn more](https://powerbi.microsoft.com/en-us/blog/power-bi-developer-community-november-update-2018/#scale-script).
