Azure Cosmos DB .NET V3 SDK now generally available

Azure Cosmos DB [.NET V3 SDK](https://github.com/Azure/azure-cosmos-dotnet-v3/) incorporates performance improvements (including the new streaming API), a more intuitive, idiomatic programming model with developer-friendly APIs, and new change feed pull and push programming models. The SDK is fully open-sourced and .NET Standard 2.0 compatible, has a new namespace – [Microsoft.Azure.Cosmos](https://www.nuget.org/packages/Microsoft.Azure.Cosmos/) – as well as new names for database, container and item resources.
