Azure Cosmos DB Python SDK Version 4 is now in preview

[Version 4](https://pypi.org/project/azure-cosmos/#history) of the Azure Cosmos DB Python SDK is now available and includes usability updates to the object model for a better developer experience as well as the ability to use partition keys to scale non-partitioned containers. The SDK is fully open-sourced and part of the Azure SDK for Python repo.
