Updated version of [Magnitude Simba ODBC](https://cloud.google.com/bigquery/providers/simba-drivers) driver. This version includes some performance improvements and bug fixes, and it catches up with the JDBC driver by adding support for user defined functions and variable time zones using the connection string.
