General availability: Version updates for Azure App Configuration libraries

Two important library updates offer new capabilities for Azure Spring Boot developers who use Azure App Configuration.
Version 2.0 of the Azure App Configuration provider library natively supports Spring profiles, offering developers greater flexibility to define both what configuration they want to load from an App Configration store and the conditions under which the configuration should be refreshed. This update also supports [push configuration refresh](https://docs.microsoft.com/en-us/azure/azure-app-configuration/enable-dynamic-configuration-java-spring-push-refresh?tabs=cmd) through Event Hub events.
Version 2.0 of the Azure App Configuration feature management library utilizes [built-in feature filters to enable targeting](https://docs.microsoft.com/en-us/azure/azure-app-configuration/quickstart-feature-flag-spring-boot). This means Spring Boot developers can now progressively roll out features to their user base.
