Trigger updates are applied to events generated after the update

## Change [Trigger updates](https://cloud.google.com/eventarc/docs/managing-triggers#trigger-update) are applied to events generated _after_ the update. If the trigger is updated before a generated event is delivered, the event is routed according to the original filtering, and delivered within three days of the event generation.
