Bring your own IP does not support creating BYOIP addresses in Shared VPC service projects

## Breaking Bring your own IP [does not support creating BYOIP addresses in Shared VPC service projects](https://cloud.google.com/vpc/docs/bring-your-own-ip#support). This limitation is documented, but was previously not enforced. Enforcement has been added to prevent the creation of BYOIP addresses in service projects. If you're using bring your own IP with Shared VPC, use the project architecture described in [BYOIP addresses administration with Shared VPC](https://cloud.google.com/vpc/docs/byoip-planning#byoip-shared-vpc).
