Generally Available: Azure Firewall resource specific log tables get Azure Monitor Basic plan support

All [resource specific log tables](https://learn.microsoft.com/en-us/azure/firewall/monitor-firewall#resource-specific-mode) for Azure Firewall now support the _Basic_ log plan which can reduce your logging costs by 80%.
