Generally Available: Geo-Replication on partitioned namespaces for Azure Service Bus Premium

[Geo-Replication](https://learn.microsoft.com/azure/service-bus-messaging/service-bus-geo-replication) on partitioned namespaces for Azure Service Bus Premium is now generally available. You can now combine the throughput benefits of partitioning with the reliability of replicating your messages and metadata to a secondary Azure region. Partitioned namespaces distribute queues and topics across multiple message brokers and messaging stores within a region, allowing throughput to scale beyond a single broker. You can enable Geo-Replication on an existing partitioned Premium namespace or configure both capabilities on a new namespace.
