Azure Scheduler gets new PowerShell cmdlets

With [Azure PowerShell 2.0.1](https://github.com/Azure/azure-powershell/releases/tag/v2.0.1-August2016), you can manage Azure Scheduler job collections and jobs in Azure Resource Manager via PowerShell.
This update includes the following cmdlets:
