Public preview: Multiple IP addresses per NIC

Azure virtual machines can have one or more network interfaces. Each of these network interfaces can now have up to 250 IP addresses associated with it, enabling new capabilities listed in the [documentation for assigning multiple IP addresses by using PowerShell](https://docs.microsoft.com/en-us/azure/virtual-network/virtual-network-multiple-ip-addresses-powershell). In addition, primary and secondary network interfaces can now be used for load balancing. The preview includes all Azure regions except these:
* Germany Central, Germany Northeast
* US Gov Iowa, US Gov Virginia
* China North, China East
* Load Balancer
* Virtual Network
* Features
