Azure Sphere: Update to the 18.11 release

Today, the Azure Sphere team is releasing an update to the 18.11 release. This will be an Azure Sphere OS release only and will be released via over-the-air update. There will be no update to the Azure Sphere SDK. This release brings improved WiFi reliability.
