Enable managed identities on lab virtual machines in Azure DevTest Labs

Lab owners can now enable user-assigned [managed identities](https://docs.microsoft.com/en-us/azure/active-directory/managed-identities-azure-resources/overview) on lab virtual machines in Azure DevTest Labs. Managed identities is a feature of Azure Active Directory that can authenticate any Azure service, including Azure Key Vault, without any credentials in your code. With this feature, lab users can now share Azure resources such as Azure SQL Database in the context of the lab. Once configured, every existing or newly created lab virtual machine will be enabled with this managed identity, and the lab user will be able to access resources once logged in to their machine.
