Azure Machine Learning available in US Gov

[Azure Machine Learning](https://azure.microsoft.com/en-us/services/machine-learning/) is now available in two Azure Government regions: US Gov Arizona and US Gov Virgina. With compliance submissions for FedRAMP High and DISA IL5, Azure can now support DoD and other federal, state and local organisations with their AI and machine learning workloads in these regions. The service in Azure Government is at feature parity with the Azure commercial cloud. Azure Machine Learning Basic Edition is generally available, and Enterprise Edition is in preview.
