General availability: 6 new Locales added to Speech service to support speech transcription

Speech, an Azure Cognitive Service added 6 new locales for its Speech to Text functionality. As a result, speech transcription can now occur on the following:
* Arabic (Algeria)
* Arabic (Libya)
* Arabic (Morocco)
* Arabic (Tunisia)
* Arabic (Yemen)
* Hebrew (Israel)
With this latest round of locale additions, Speech service can now transcribe 100 total languages and locales.
