Public preview: Azure Monitor Scheduled Query Rules API 2021-02-01-preview

We’ve recently released [Scheduled Query Rules API version 2021-02-01-preview](https://docs.microsoft.com/en-us/rest/api/monitor/scheduledqueryrule-preview/scheduled-query-rules) in Azure Monitor. This version is the latest iteration of the new log alerts experience and includes the following updates:
* Automatically resolving alert rules are now enabled by default.
* You can define linked storage as a policy and force check of linked storage in the API (enabling CMK enforcement).
* Enabled webhooks properties.
* Simplified the action groups definition in actions section.
We recommend you make the switch early to take advantage of the above benefits. **With this new API version 2021-02-01-preview, we’ll be retiring and removing the previous iteration of Scheduled Query Rules preview version 2020-05-01-preview on 31 October 2021.**
To avoid service disruption, update any Azure Resource Manager templates that use the _Microsoft.Insights/ScheduledQueryRules_ resource provider to use 2021-02-01 API version by **31 October 2021.**
