Public preview: Azure Monitor Scheduled Query Rules API 2021-02-01-preview

We’ve recently released [Scheduled Query Rules API version 2021-02-01-preview](https://docs.microsoft.com/en-us/rest/api/monitor/scheduledqueryrule-preview/scheduled-query-rules) in Azure Monitor. This version is the latest iteration of the new log alerts experience and includes the following updates: * Automatically resolving alert rules are now enabled by default. * You can define linked storage as a policy and force check of linked storage in the API (enabling CMK enforcement). * Enabled webhooks properties. * Simplified the action groups definition in actions section.
