General availability: Bastion Standard SKU

With the new Azure Bastion Standard SKU, you can now perform/configure the following: * Manually scale Bastion host Virtual Machine instances: Azure Bastion supports manual scaling of the Virtual Machine (VM) instances facilitating Bastion connectivity.
