Public preview: Node auto-drain for AKS

Azure Kubernetes Service (AKS) will now automatically drain any agent node that receives an Azure platform [scheduled ](https://docs.microsoft.com/en-us/azure/virtual-machines/linux/scheduled-events)event.
Scheduled Events is an [Azure Instance Metadata Service (IMDS)](https://docs.microsoft.com/en-us/azure/virtual-machines/linux/instance-metadata-service?tabs=windows) API that gives services time to prepare for virtual machine (VM) maintenance. It provides information about upcoming maintenance events (for example, reboot event) so that services can prepare for them and limit disruption.
Previously, node auto-drain, pods, and respective applications could incur unexpected disruptions when such events took place. AKS will now handle these events and automatically drain nodes so pods and respective applications are offloaded from these nodes and do not incur unexpected disruption.
