Generally available: Azure IoT Edge supports Debian Bullseye on ARM32v7

Azure IoT Edge’s set of [Tier 1 operating systems](https://docs.microsoft.com/en-us/azure/iot-edge/support?view=iotedge-2020-11) has been updated with Debian. Official IoT Edge installation packages targeting ARM32v7 for the latest releases ([1.1.13](https://github.com/Azure/azure-iotedge/releases/tag/1.1.13) and [1.2.9](https://github.com/Azure/azure-iotedge/releases/tag/1.2.9)) are now available from Microsoft’s package repository. The packages can be used for either Debian 11 (Bullseye) or the latest Raspberry Pi OS.
