General availability: Azure SDK for Go

This new SDK allows developers to build applications that can perform management actions on Azure resources using the resource manager library and interact with Azure services such as identity, key vault, tables and service bus using their respective service libraries. The SDK has been modernised to follow the Azure SDK guidelines and to be idiomatic for Go. Additionally, it introduces a number of updates and new features.
