Public preview: Node.js 18 in Azure Functions

Azure Functions support for Node.js 18 is now in public preview. This version of Node.js is [supported by Functions runtime v4.x](https://docs.microsoft.com/azure/azure-functions/functions-versions?tabs=azure-cli%2Cin-process%2Cv4&pivots=programming-language-javascript).
