General availability: Custom network interface name configurations of private endpoints

Private endpoint support for custom network interface (NIC) is now generally available. This feature allows you to define your own string name at the time of creation of the private endpoint that NIC deployed. This enhances customisations to your deployments by allowing private endpoint resources to comply with your naming structure.
