General availability: Azure IoT Edge supports Ubuntu 22.04

Azure IoT Edge's set of Tier 1 operating systems has been expanded to include Ubuntu Server 22.04 on AMD64 and ARM64\. Official installation packages targeting AMD64 and ARM64 for the latest IoT Edge releases ([1.4.9](https://github.com/Azure/azure-iotedge/releases/tag/1.4.9)) are now available from [Microsoft's package repository](https://packages.microsoft.com/ubuntu/22.04/prod/pool/main/). It may not function properly if older versions of openssl are also present on the device.
